The professional, creative, and scholarly-pedagogical work of Dmytro Ostapenko convincingly testifies to his significant contribution to the development of Ukrainian culture and arts. His personal artistic legacy includes solo concert programmes as an instrumental soloist (domra), featuring a repertoire of over 50 pieces. He successfully toured across Ukraine, the former Soviet republics, and internationally. While teaching at the Kharkiv Institute of Culture, he led the student orchestra of folk instruments. His conducting portfolio includes nearly 20 works from both national and international musical heritage.  
D. Ostapenko is the author of more than 30 independent scholarly, methodological, journalistic, and critical works, published by leading professional publishers in Ukraine, with a total volume of approximately 40 printed sheets. He has also delivered numerous presentations at international conferences worldwide.  
Through his initiative and direct involvement during Ukraine’s independence, new artistic ensembles were established at the National Philharmonic of Ukraine, gaining recognition both domestically and internationally. These include the Academic Symphony Orchestra, the Kyiv Guitar Quartet, the instrumental ensemble "Dzherelo," and the revival of the M. Rizol Bayan Quartet. Under his leadership, numerous international music projects have been initiated, such as the International Guitar Music Festival and Competition in Ukraine, the "Evenings of Ukrainian Music: Heritage and Modernity" concert series, the "Kyiv Spring" International Music Festival, the "Summer Musical Rays" orchestral festival, and "Quintofest: Chamber Accents of Autumn," among others.  
D. Ostapenko is also the project leader for the publication of The Star Path of the National Philharmonic of Ukraine (Kyiv: Musical Ukraine, 2003) and the author of the educational-methodological manual Concert Activities: Management (2021).
While serving in the Government as the Minister of Culture and Arts, D. Ostapenko was the author of numerous cultural and artistic projects, including the Days of Ukrainian Culture in Kazakhstan, Slovakia, Bulgaria, Uzbekistan, and France. He was both a participant and organizer of major restoration and renovation projects for significant cultural landmarks and chaired organizing committees for international competitions such as the Mykola Lysenko International Music Competition, the Young Pianists Competition in memory of Volodymyr Horowitz, the Hnat Khotkevych Ukrainian Folk Instruments Competition, and the Chamber Performers Competition. Under his leadership, the Ministry of Culture and Arts developed foundational policy documents and proposed to the Government and the President the creation of the Academy of Arts of Ukraine, alongside implementing significant reforms in arts education.

At present, D. Ostapenko continues his organizational, creative, and academic-pedagogical work, fostering international relations and developing various artistic projects involving ensembles and solo performers from the National Philharmonic of Ukraine, as well as leading national and international artists. 

He has been recognized with numerous state and international awards, including the Order of Prince Yaroslav the Wise (2006), the Order of Merit (2016), honorary diplomas from the Verkhovna Rada (2003) and the Cabinet of Ministers of Ukraine (2001), and the Presidential Honorary Award of Ukraine (1996). 
His achievements have also been acknowledged with distinctions from foreign states, among them the Order of the Grand Cross for Merit of the Portuguese Republic (1998), the Order of the Star of Italian Solidarity (2002), the Golden Cross of Merit of the Republic of Poland (2015), and the Order of the Star of Italy (2020).
